Federation Council approves bill setting new government rules

MOSCOW, Nov 3 (PRIME) -- The Federation Council, Russian parliament's supreme chamber, approved on Tuesday a bill stipulating new rules of government functioning after the adoption of constitution amendments.

In accordance with the bill, the government and other federal authorities shall perform the functions of an executive authority under a general guidance of the president, while in accordance with the current law, the government is the executive authority body.

The appointment of a prime minister may become possible only after approval of State Duma, the lower chamber of the parliament. If the State Duma turns down a presidential nominee three times, the president shall have the right to appoint the prime minister.

The dismissal of a prime minister can no longer automatically lead to resignation of the government.
